But it is more crucial and disturbing in South Asia and especially in Northern areas of Pakistan whereby poverty, ignorance and traditional systems have combined to place the women in a subordinate position. This is primarily due to the male dominated society characterized by long tolerated customs which blatantly encourage gender discrimination in all fields including education. Education is the aggregate of all the processes by means of which a person develops abilities, attitudes, and others forms of positive value in the society in which he lives." It is, as such, more than acquiring a body of knowledge, involving a cluster of attitudes, feelings, perceptions, insights, abilities and skills, of which the ability to think independently and clearly is of the first importance.

Au Niger les elections municipales de 2004 ont jete les bases d'une vraie decentralisation. Cinq ans apres le processus entame rencontre plusieurs difficultes, difficulte de mobilisation des ressources, la politisation des elus locaux souvent analphabetes, la qualite douteuse des cadres et agents des services deconcentres. La methode de conduite du TER utilisee ici est celle hypothetico-deductive, c'est-a-dire que les travaux de recherche ont ete menes sur la base d'hypotheses, hypotheses que nous avions verifiees a la fin de la recherche. Entre autres resultats, nous avions constate la faiblesse des rentrees fiscales au niveau de la commune Niamey V, la faiblesse des investissements et enfin la large contribution des ressources retrocedees par l'Etat dans le budget de la commune V."
